    SULAIMANIYAH, Iraq, April 8 (Kurdish Policy Analysis) — A declared 14-day pause in militia attacks across Iraq has offered a momentary sense of relief. But officials, analysts and residents warn the calm may be deceptive — and potentially dangerous.

The temporary halt, announced by Iran-aligned armed groups following a surge in regional tensions, has reduced drone and rocket activity targeting key areas, including the Kurdistan Region’s capital, Erbil. Yet the limited timeframe has sharpened concerns about what comes next.

“What we are seeing is not de-escalation — it is a pause with a clock,” said a Baghdad-based security analyst, speaking on condition of anonymity due to the sensitivity of the situation.

The Islamic Resistance ​in Iraq, an ‌umbrella group of Iran-backed ​armed factions, ​said it would suspend ⁠its operations ​in Iraq and ​across the region for two weeks, ​according to ​a statement issued on ‌Wednesday, ⁠in a move that follows announcements of ​a ​two-week suspension ⁠of hostilities between ​the United ​States ⁠and Iran.

The two-week window, according to Iraqi security officials, is widely viewed as a tactical recalibration rather than a strategic shift.

A Pause or a Reset?

Iran-backed militias, operating under the umbrella of the Popular Mobilization Forces, have previously used temporary cessations to reposition assets and reassess targeting priorities.

A senior Iraqi government official told Reuters that intelligence assessments suggest groups are “reorganizing command structures and logistics pipelines” during the pause.

The Washington-based Institute for the Study of War noted in a recent briefing that short-term pauses in militia activity often precede “more coordinated and strategically calibrated operations.”

Similarly, the International Crisis Group warned that the absence of attacks should not be interpreted as a reduction in capability or intent, particularly given ongoing regional tensions involving Iran and the United States.

The Day 15 Question

The central concern now facing Iraqi and Kurdish authorities is what happens when the pause expires.

Security officials in Erbil say contingency plans are already being reviewed in anticipation of a potential resumption of drone attacks on energy infrastructure, military facilities and diplomatic sites.

“The risk is not just that attacks resume,” said a Kurdish security source. “The risk is that they return with greater precision and intensity.”

Erbil has been a repeated target in past escalation cycles, with strikes often linked to broader geopolitical confrontations rather than purely domestic dynamics.

Local business owners say economic activity has not fully recovered, with investors wary of another sudden escalation.

“We’ve seen this pattern before,” said a shop owner in Erbil. “Quiet… then suddenly everything changes overnight.”

Strategic Signaling

Analysts say the pause may also serve as a form of strategic messaging, both to Washington and Tehran.

By halting attacks temporarily, militia groups may be signaling restraint while preserving leverage — a tactic often used in periods of indirect negotiation or heightened diplomatic maneuvering.

At the same time, the limited duration ensures pressure remains intact.

“This is calibrated ambiguity,” said a regional expert. “Enough calm to avoid immediate escalation, but enough uncertainty to keep everyone on edge.”

For Iraq and the Kurdistan Region, the coming days may prove decisive. If the pause transitions into a longer-term de-escalation, it could open space for political and security stabilization. But if attacks resume — particularly in a more sophisticated form — the current calm may be remembered not as a breakthrough, but as a warning. As day 15 approaches, the question is no longer whether the threat has disappeared. It is whether it has simply been waiting.
